I can't seem to get to the WiRNS configuration screen at http://127.0.0.1:8923/
I've tried using both IE and Mozilla...IE gives me an error that the page can't be displayed. Mozilla pulls up a page that says "Please Wait" and stops there...

I'm running a sygate personal firewall. I've tried it with the firewall closed - no luck.

I'm running:
- Win98, with the .net framework 1.1 loaded
- spybot S&D
- antivirus - nod32 (by Eset)

Also, the GetShellCommands.dll plugin (downloaded from j.m.'s site http://s95184944.onlinehome.us/ReplayTV.html) isn't loading...

You've deleted some necessary plugins from the Plugins folder. You can't delete all but GSC as you could with WiRNS 0.7. I'm not sure exactly which ones are required at a minimum, but it will work fine if you just leave all of the default ones + GSC. Just don't configure any of the channel guide stuff in the WiRNS config, and it won't be used.
